Although there is a more stronger decal solution like Solvaset, you should imo try less stronger stuff like Microsol, and then if it doesn't work the first time, try again, a couple more times. Decals must be undisturbed after becoming wrinkly, they will straighten out when drying out.
It is also important that, if you add a gloss coat to the model before adding decals, that any sanding goo left in the panel lines ought to be cleaned out with a brush, else that stuff will keep clogging the panel lines after gaving sealed it all with a layer of gloss coat. This also relevant for sanding the gloss coat, before adding another layer, the dust settle in the panel lines and must be removed before adding another layer of gloss coat.
