Hi Brandon,
as for my opinion, Mod Pods looks like a brand usable for water effects should be!
I`ve made over several years of modelling practice great results with "Future Wax" as a base coating for decals.
The brand is not essential, and you`ll achieve a smoother finish indeed!
The product you`ve chosen is far too thick. As I can examine closely at your pictures is, that Mod Podge don`t produce any smooth surface and destroy all your engraved panellines and surface details!
I would say, this product is not usable for scale aircraft modelling but in fact acceptable for reproducing any water effects.
Try out floorwax my friend. It is applicable with brush and airbrush pistol.

As practice has shown on most of my models, you will achieve some acceptable results using floorwax, especially the brand Future Wax is highly recommended.
But have in mind, other brands are also usable.

Aah sorry; I forget to explain something more.
Floorwax products are mainly used for canopys and other plastic clear parts.
This products, generally I prefer acrylic based labels, are drying after few minutes. This circumstance was my initial inspiration to use`em to achieve a glossy smooth effect. The natural labour of any floorwax products, I think. 🙂

And additional and I hope my last supplement, sry:
Acrylic based floorwax products will be thinned with denatured alcohol. Here in Germany it is called Brennspiritus. (Ethanol)
I do thinning my floorwax 2:1 (2parts Floorwax : 1part Ethanol).
It is better to brush several layers if the effect is not acceptable.
Warning: Don`t try to brush again over fresh applied floorwax, otherwise you will achieve ugly brush strokes. Use a flat yield brush and brush softly stroke by stroke.
And wait!! Floorwax is dry after 5 minutes, than you can continue.
Okay, that`s it! Sorry for my long explanation! 😉

The next supplement:
After the floorwax application, pls wait until the next day and then applicate your decals. As it is possible the used decal softener could attack your fresh applied floorwax.
After setting of the decals over night use another coat of floorwax brushed over the decals, to prevent them.
After all you can spray a flat or semigloss finish over the entire model, like you prefer.
If you have any questions so don`t hesitate.

Yes, Brandon, Future (Pledge with Future Shine, or Pledge Floor Care...but make sure it's for TILE & VINYL floors, not the one for wood) can be brushed on, allowed to cure for a day, and gives excellent results. Use a soft, wide brush (about 3/4" to 1" for big open areas, smaller for harder to reach parts). I use it from time to time when I don't feel like airbrushing a coating on or need a super smooth surface.

I swear by future, all my models get 2 coats before decals are applied then 1-2 coats after, depending on rather it will be a camo,flat finish or a gloss finish, Natural metal. This also gives you a nice base for any weathering or washes you may wish to apply. And all my clear parts get dipped in future.
