The first working prototype was completed at the start of 1940. It was designed and built by Almarkische Kettenfabrik G.m.b.H from Berlin
Following successful testing, a production order for 37 (chassis numbers 10456 to 16500) such vehicles was given. These were completed by the end of February or March 1940
