It appears to not be a tool, but a set of brass pipes of 4 different sizes.

Ok, thanks. I think the last thing I found out was a claim that the different brass parts are supposed to fit into each other as well. (It was illustrated with a drawing.)

I have found that the sizes usually can fit into each other. and could create a telescopic unit if you will.
