2E-Adversaries: Balkan States (1992-99)

Although the Socialist Federal Republic of Yugoslavia was not a member of the Warsaw Pact, the Communist regime there nonetheless lost power along with the Soviet Bloc nations. In 1990, ethnic separatist parties won the first multi-party elections held across Yugoslavia, except in Serbia and Montenegro, where the socialist party leader Slobodan Milošević won. In 1992, four constituent republics declared independence from Yugoslavia. Only Serbia and Montenegro remaining federated under Milošević as the Federated Republic of Yugoslavia (FRY).

The status of ethnic Serbs outside the FRY were immediately called into question, and after a string of inter-ethnic incidents, the Yugoslav Wars began, first in Croatia and then, more severely, in multi-ethnic Bosnia and Herzegovina. When Bosnia and Herzegovina declared independence in 1992, a three-way battle for power ensued among Republika Srpska (VRS or Bosnian Serbs) who were backed by Serbia and Montenegro; the Republic of Bosnia and Herzegovina (Bosniaks); and Croatia. US forces, operating under the UN and NATO, clashed with Republika Srpska multiple times from 1992 until the end of the conflict was negotiated in the 1995 Dayton Agreement.

In the aftermath of the Bosnian War, the province of Kosovo initiated a battle for independence from the FRY in 1995. NATO recognized the Kosovo Liberation Army (KLA) as the initiator of the war and helped negotiate a cease-fire agreement in 1998. Following the cease-fire, however, the FRY initiated a genocide campaign against ethnic Kosovars and Albanians, refusing to allow UN peacekeepers into Yugoslavia to end the violence. FRY forces fought NATO during a 2.5-month bombing campaign that ended with Yugoslavia eventually accepting UN forces into Kosovo to end hostilities.
