The Japanese gov't did consider the Grumman F-14 Tomcat but considered it "too aggressive" with it's 100 NM+ AIM-54 Phoenix missiles!

The Japanese, Germans, Iranians & Canadians all considered purchasing the Grumman F-14. Only the Shaw had the cash on hand and political pull to get theirs delivered quickly.

I would have loved a Japanese Aggressor F-14, as well as a dark canadian, but it wasn't meant to be.
