In 1998 the Finnish Air Force was retiring its MiG-21 fleet and some guys were thinking to paint one MiG-21bis in a special colors for honoring its last flight. They planned it carefully and were ready to actualize it, but they asked permission for it from their superiors and they denied it. This is the reason later Saab Draken was painted in special color without permission.
