Looking at different examples of water base materials  

First base is made using wall filler and PVA glue. Made to a thick paste that can be shipped into waves without them dropping 

Bases painted filler at back 

Green acrylic base (Still slightly wet) Vallejo still water added and spread on base. 

Vallejo final base. Note that this has not been used for a while, it would normally spread like water but due to its age it became very thick in vescosisty, and it picked up wet paint underneath, think this may make for a happy mistake. 

Mig acrylic water is great for adding texture depending on how much is layered on.

PVA water mix 50/50

Kitchen roll paper used in this example but would normally use toilet tissue 

 

Example shown is a similar effect as toilet paper but due to its thickness it is not as manageable. 

Hardened wall filler, think with some testing on viscosity you may be able to produce bubbles or other effects

Dry kitchen roll effect, used some left over filler for a beach texture.

Valejjo still water gave an interesting bump effect and gloss to the paint. In some respects similar to the AK but not as pronounced. Normally as it is still water it would be more like an resin layer ontop 

 

 

Added some left over paint with an airbrush  

Layered with some toilet tissue mixed with more still water, this is the suggested technique on one of Vallejo YouTube videos. As I placed it straight on the fresh paint the tissue also mixed with the colour when applying. 

Final result after adding a second layer of still water all over and letting it dry
