How in the world do you get the semi black behind and on the sides of the spokes??

Rod -
Paint as best you can with enamel paint, then remove excess from front surface with a cotton bud dampened with appropriate thinner. Practice on something else first!

You can use panel liner and take excess of with cotton bud
