Those little teeth on the hub cap of the propellers is a (rudimentary) constant speed unit or CSU. It takes care of maintaining the propeller speed regardless of the aircraft's speed while decellerating, accelerating, etc. Nowadays it is a built in unit (hariguchi.org/flying/info/prop.html).
